POST /graphql_www IGContentFilterDictionaryGetQuery: fetch one dictionary, sending the version the client already holds as current_version.

Uses the Android "minimal" GraphQL form (vc_policy/signed_body/strip_*, no method/format/fb_api_req_friendly_name) seen in the 448 and 429 captures, with the minimal client-library profile, u=5 priority and the prefetch analytics purpose. A missing or unparsable body falls back to the requested id rather than failing.
