An action cannot send its request because the server-issued data the request is built from is missing: no registration context at all (a screen restored without one), a step's answer the request carries (the phone, the confirmation code, the password, the birthday, the full name, the username) or the attestation pair the create call reports. A screen reached by a retrace that did not replay the person's submits holds the initial context and none of those answers, so its action refuses before sending — the one thing the library will not do is send a request it cannot build. It never refuses because of how often or in what order the developer calls things.
