Move the device's tracking permission from a restored snapshot's session to
its device: the fact moved from the session to the device (x-ads-opt-out
renders MobileDeviceState.adsOptOut), so a snapshot made before the move
keeps the value at session.adsOptOut. It is carried over, never dropped, so
a user with a saved session keeps the setting (a denied permission stays 1).
A device that already declares the field keeps its own value.
