The LRR dialog's Continue step: fetches the recovery challenge picker (ap.two_step_verification.challenge_picker) with the dialog action's server_params verbatim, as the app does when the user taps Continue.

A data fetch only: it does not navigate, and it never fails on its own — an empty challenges list (or a missing selectionServerParams) is left for the caller to interpret.
