Creates a media note (POST api/v1/media/create_note/v2/). This is the REST
leg of "repost via note": the app first creates a blank note attached to a
carousel child of the media, then sets its repost text with
UpdateMediaNoteRepostText.
The id of the response is the note id the follow-up GraphQL step needs.
nav_chain and container_module are the navigation's wire values
(NavigationWire); either is omitted when the navigation renders none, never
replaced by an endpoint default.
