Routing-map fetch sent after a session change. Starting it makes every later
request report the routing map as no-valid-map; when the response arrives an
accepted server map (a 2xx body with rewrite rules) moves that state to
url-eligible. A rejected response — the 448 capture's /rmd returns 400
with GraphMethodException — keeps no-valid-map for the rest of the session,
matching the capture where x-fb-rmd stays on the fail=…INVALID_MAP… shape.
