Logs the events into the process's one telemetry store (EmitTelemetry), on
the Pigeon channel: the store stamps each with its own identity and the real
current time, and a Pigeon batch takes only Pigeon events. A producer never
puts events in a buffer of its own; delivery takes them from the store.
